Subject: Permit Center Days of Operation
Since the end of the Beckwourth and Dixie fires, the permit center at 555 Main Street, Quincy has experienced historic levels of phone calls, records requests, emails, and front counter activity creating a reduction of time being applied to permit intake and issuance. To give staff additional time to process either incoming or outgoing permit submittals without interruptions, it has become necessary to adjust our office hours.
Beginning on May 6, 2022, the Planning and Building offices will be closed to the public on Fridays of every week until further notice. Staff will still be working those days to process permit applications. Building inspections will still be done on Fridays and the drop boxes are still available in Chester and Quincy.
We apologize for any inconvenience this may cause for members of the public wishing to contact the Planning or Building Departments, but after much consideration, staff felt this would be the best short-term solution to prevent a growing backlog. Voice mails and emails sent on Fridays will be returned the following workweek during open office hours. Adding staff was considered, but the time it takes for one staff member to train a new staff member is lost productivity time, which under current conditions only adds to creating a backlog. There has also been great difficulty finding qualified applicants, which is an ongoing issue all employers within the County have been dealing with. Thank you for your consideration.

Wildfire Recovery Rebuilds & PG&E
The applicant, or a designee, should contact PG&E and request service at "Your Project" service tracking tool or call 1-877-743-7782 or linking directly to the "Your Project" sign in / sign up page.
An electronic copy of the site plan is needed by PG&E to design new or restored service. Plumas County will require the PG&E service application number prior to issuing a building permit.

Days of Operation:
The Plumas County Building Department is open to the public from 8:00 a.m. to 5:00 p.m. Monday through Thursday. Closed to the Public on Fridays and closed on County Holidays.
Drop Boxes available in Chester and Quincy
An after-hours drop box for permit and plan submittal is conveniently located in front of the Chester Civic Complex and Quincy Building Department Office. The Chester Civic Complex drop box is picked up only on the days when an inspector is in the area and has been notified there is a submittal. *Please verify with the Building Department if a plan submittal that is placed in either the Quincy or Chester drop box, has been received.*

- How long does it take to obtain a building permit?

A complete submittal (all required documents, engineering, signatures, and planning / zoning requirements) will take an average of 2-4 weeks. This also depends on the department’s workload at the time of submittal. Call the department at (530) 283-7011 before you schedule to submit your plans and construction documents.
Any corrections or revisions will add additional time. The length of the process also depends on the timely and accurate response of your design professionals. - How far in advance do I have to schedule an inspection?
