May, 2011

May weather did not cooperate with our maintenance schedule with most days seeing rain or snow.  Still the crews were able to fill potholes, cut brush, grade some dirt roads and clean up the debris left behind as the snow berms melted.

The Greenville crew continued with preparations for a chip seal project that is planned for mid-June as weather permitted.  This work includes crack filling as well as ditch and shoulder maintenance.

All areas began spring opening of the roads that fall under the winter road closure category (Winter Road Closures).

During this past Winter,  there was above normal snowfall in most areas. La Porte crew was lucky to make it pass the cabins on the Little Grass Valley Reservoir Road for the Memorial weekend. Gold Lake Forest Highway was opened by the Graeagle crew to near the County line by the Memorial weekend

In a normal snow year the crews would start at Bucks Lake and Chester mid-April, this year it was necessary to hold off for two more weeks to allow for more melt and start on May 2nd.

Even waiting for two extra weeks, the Bucks Lake area still had above normal depths of snow for removal from the County roads..

snow blower
In order for the snow blower to be able to blow the snow when there is excessively deep snow, a bulldozer is needed in front of the blower to cut the snow down to size. Even then, the blower looks lost in the snow field

It was rough going through all the snow at Bucks Lake, Snow blowers encountered several mechanical breakdowns of all sorts while working through the heavy snow.

snow falling
With more snow falling during the road opening work in May, there were three different days the new snowfall caused the crew to plow the roads that had already been opened with up to 21” one day.

Chester completed their road opening prior to the Memorial weekend with the exception of Humbug and Humboldt Summits; these roads normally melt out for the most part.

With the completion of their work, the Chester snow blower was brought to Bucks Lake to replace one of the Bucks Lake snow blowers that broke down.

The Quincy crew completed the opening of Bucks Lake, Big Creek and Bucklin roads and now has started towards the Butte County line on the Bucks-Oro.  As usual they also plowed the Bucks Highlands Road with a tracked dozer leaving a minimal amount of snow on the road so as to protect it from damage, now Mother Nature will take over and melt the remainder (hopefully).

During the road opening of Big Creek, we were contacted by Caltrans asking if the Department could provide them with two truck loads of snow for the Plumas County Children’s Fair, which we did but not without some raised eyebrows from on lookers!  The kids seemed to enjoy playing in it.

On May 18th Public Works placed an order with Snoquip Inc. for the purchase of two new rotary plows (snow blowers).  The large one will be assigned to La Porte and the small one will be kept in Quincy for clearing alleyways and clean up in the down town area.  It will also be made available as needed for other areas of the county.

Also on the 18th Public Works participated in a statewide exercise on emergency preparedness called The Golden Guardian, OES Director Jerry Sipe coordinated Plumas County’s multilevel involvement receiving many positive feedback's.

On the 18th and 19th the CHP performed a BIT (Biannual Inspection of Terminal) gaining Public Works a satisfactory rating.  CHP inspectors are responsible for inspecting a representative example of commercial rated trucks as well as all driver and equipment records.

Public Works gained approval from the Board of Supervisors to allow promotional filling of the vacant Leadworker position in the Greenville area.  Chuck Pierson, a 31-year veteran of this department was the successful applicant and will begin work in his new position on June 13th.
